abstract = "This article aims to identify the expansion of urbanization in the
Gravata{\'{\i}} River flood area, in the perimeter of the
municipalities of Porto Alegre, Gravata{\'{\i}}, Cachoeirinha
and Alvorada. It is worth mentioning the expansion of urbanization
over wetlands, based on compositions of satellite images from 1985
and 2007 made in Idrisi and aerial photographs of 1971 made
available by the State Foundation for Metropolitan and Regional
Planning (Metroplan). During the decades of 1950 and 1960, the
process of occupation of the peripheral municipalities to the
capital was observed. With the implementation of Law 1,233 / 54
land use in the capital has been strongly valorized, evidencing
the search for new places for residence beyond the municipal
borders of Porto Alegre, occupying the neighboring municipalities
and stimulating real estate speculation in the Metropolitan
Region, as well as the fragmentation of land use and the
construction of new lots to meet this population. However, this
occupation occurred in some cases in areas unsuitable for
residences, because they are considered areas of preservation,
such as wetlands, which have become impacted environments in
metropolitan areas, given the advance of anthropic activities on
the natural system, through agriculture, residential occupation,
sewage disposal, the construction of hydroelectric plants,
highways and dikes, the channeling and exploitation of natural
                         resources.",
